1995 से अब तक लोकविद्या विचार और दर्शन पर जितने भी चिंतन, प्रकाशन और संगठनात्मक व  रचनात्मक कार्य हुए हैं वे एक नई विश्वदृष्टि का व्यापक फलक बनाते हैं. सृष्टि और समाज में न्याय, त्याग और भाईचारा पर गढ़ी हुई बुनियादी सत्ता का सत्य ‘लोकविद्या’ और ‘सामान्य जीवन’ के आपसी गतिशील संबंधों में बसा दिखाई देता है. इस सत्य के उजाले में समाज की परिवर्तनकारी शक्तियों की खोज, निर्माण, संवर्धन, नवीनीकरण आदि के प्रयास मनुष्य और मनुष्य समाज की गतिविधियों के उन विविध पक्षों से साक्षात्कार करा सकते हैं, जो एक नई और बेहतर दुनिया को बनाने के आधार होंगे.

इस ओर बढ़ने की दृष्टि से एक शोध का विचार पत्र प्रस्तुत है.

1. शोध के बारे में दो शब्द

संक्षेप में कहें तो यह शोध बहुजन-समाज की उज्जवल परम्पराओं की खोज है, जो हमें एक नये समकालीन राजनैतिक चिंतन की ओर ले जाये.

कुछ प्रमुख बिंदु हैं –

• सामान्य जीवन की परंपरा बहुजन-समाज की जीवन परंपरा है.
• लोकविद्या की परम्परा बहुजन-समाज की ज्ञान परम्परा है.
• स्वराज की परंपरा बहुजन-समाज की राज परंपरा है.
• संत परम्परा बहुजन-समाज की परंपरा है.
• स्वदेशी दर्शन बहुजन-समाज का दर्शन है.
• पंचायत की परंपरा बहुजन समाज द्वारा समाज के संगठन, संयोजन एवं नियमन (कानून एवं व्यवस्था) की परंपरा है. इसे इस देश के विधि-विधान की मौलिक परंपरा के रूप में देखा जा सकता है.
• समाज के वित्तीय संगठन, उत्पादन और लेन-देन की परम्पराएँ बहुजन-समाज में प्रचलित वितरित व्यवस्थाओं के विचारों के अनुकूल रही हैं.
• इन सभी बिंदुओं को आपस में गूंथना ही यह शोध है. कहा जा सकता है कि इस गूंथने का सक्रिय गतिशील रूप एक बहुजन ज्ञान संवाद है.

ये इस शोध की पूर्व मान्यताएं (हाइपोथिसिस ) हैं. शोध की बनावट और उसका विस्तार इस दृष्टि से किया जाएगा कि इन मान्यताओं अथवा इस समझ के विभिन्न बिन्दुओं पर प्रकाश पड़े. वे कितने सही हैं और कितने गलत, तथा उनका सार व स्वरुप क्या है, यह कई कोणों से सामने आए.

‘सामान्य जीवन’ और ‘लोकविद्या’ के गतिशील संबंधों पर एक व्यापक दृष्टि बनाने के रास्ते में कई चुनौतियाँ सामने खड़ी मिलती हैं. इन चुनौतियों को पहचानने और उनसे मुकाबला करने की दिशा और तरीकों पर एक सरसरी निगाह निम्नलिखित बिन्दुओं के मार्फ़त रखी गई है.

2. ‘राजनीतिक विचार और राजनीति’ के बंधन

• ‘सामान्य जीवन’ के उल्लंघन के विरुद्ध संघर्ष को बुनियादी अर्थों में राजनीतिक कहा जा सकता है।
• समकालीन विश्व में राज्य, साइंस और पूंजी सामान्य जीवन के उल्लंघन के प्रमुख स्रोत हैं। इसलिए, साइंस के विरुद्ध, पूंजी के विरुद्ध और राज्य के विरुद्ध संघर्ष बुनियादी तौर पर राजनीति को परिभाषित करते हैं. आम बोलचाल की भाषा में इन्हें परिवर्तनकारी राजनीतिक गतिविधि कहा जा सकता है।
• लेकिन इससे एक अजीब स्थिति पैदा हो जाती है. इस प्रकार वह गतिविधि राजनीतिक गतिविधि कहलाती है जिसका उद्देश्य ‘राजनीतिक समाज’ को उखाड़ फेंकना है। राजनीतिक समाज वह है, जो साइंस, पूंजी और राज्य के उद्भव के साथ बना है। अब तक लगभग सभी भाषाएँ, कम से कम सार्वजनिक क्षेत्र की भाषा, मुख्यतः इस राजनीतिक समाज की भाषा हैं। इसलिए सही ढंग से कहें तो मुक्ति के बुनियादी संघर्ष ‘राजनीतिक संघर्ष’ नहीं हैं और फिर भी आम बोलचाल में उन्हें ‘राजनीतिक संघर्ष’ कहा जाता है.
• एक बुनियादी ज्ञान आंदोलन के संदर्भ में यह शब्दावली या भाषाई समस्या हल करने के उपाय मिलते हैं. इसलिए, यदि कोई बुनियादी, परिवर्तनकारी अर्थ में राजनीति करना या उसके बारे में बोलना चाहता है तो उसे अपनी गतिविधि और संवाद को ‘ज्ञान आंदोलन’ में अवस्थित करना होगा. इनमें से कुछ बातें बहुत स्पष्ट हो जाती हैं जब हम गांधी के समय में इन बातों को घटित होते देखते हैं. हम गांधी को एक नए ज्ञान आंदोलन और एक नए राजनीतिक आंदोलन दोनों के निर्माता के रूप में देख सकते हैं और दोनों को उचित रूप से बुनियादी परिवर्तनकारी आंदोलन कहा जा सकता है.
• तब हम देखेंगे कि एक बुनियादी राजनीतिक आंदोलन लोगों के ज्ञान आंदोलन से अलग नहीं हो सकता।
• अगर हम इस देश को ‘इंडिया’ और ‘भारत’ के रूप में विभाजित देखें तो आजादी के बाद की सारी राजनीति इण्डिया की राजनीति दिखाई देगी. यदि साइंस, राज्य और पूंजी को एक-दूसरे के साथ गुंथे हुए देखेंगे तो आप इण्डिया को देखेंगे. ‘सामान्य जीवन’ को उसकी पूरी प्रतिष्ठा बहाल करने की आवश्यकता का दावा जब लोगों के ज्ञान आंदोलन (लोकविद्या आंदोलन) के साथ आएगा तब भारत के लायक राजनीति बनेगी.

• यह देश ‘भारत’ और ‘इंडिया’ के रूप में विभाजित है तथापि यह एक गतिशील परिस्थिति है और दोनों को एक दूसरे में भी देखा जा सकता है। कोई भी आसानी से भारत में जीवन और आकांक्षाओं के विभिन्न पहलुओं को इंगित कर सकता है, जो इण्डिया में जीवन और आकांक्षाओं के समान हैं. इसी तरह इण्डिया में जीवन के उन विभिन्न पहलुओं को देखा जा सकता है जो भारत में प्रचलित हैं. ‘सामान्य जीवन’ का विचार विभाजन को पाटना है, नया विभाजन पैदा करना नहीं. सामान्य जीवन केवल सामान्य पुरुषों और महिलाओं का जीवन नहीं है, यह सर्वव्यापी है। संत-परंपरा नित नवीन परिस्थितियों (उल्लंघन, हाशियेकरण, दमन आदि) में विचार और व्यवहार में सामान्य जीवन के नव-निर्माण और पुनर्सृजन की परंपरा है.
• दर्शन परम्पराएँ जिनमें सत्य, स्वायत्तता और सहजीवन (भाईचारा) के विचार प्रमुख भूमिका में होते हैं, वे ही ‘राजनीतिक-समाज’ के विकल्प में ‘वितरित सत्ता’ अथवा ‘स्वायत्त इकाइयों के सहजीवन’ पर आधारित समाजों के संगठन और सञ्चालन का विचार ला सकते हैं. यह स्वराज का विचार है.

3. सामाजिक विचार

• राजनीतिक दृष्टि से देश का सामान्य जन-समाज एक दो राहे पर खड़ा है. या तो वह समाज में बड़े संरचनागत परिवर्तन की ओर आगे बढ़ने का रास्ता चुने या फिर वर्तमान व्यवस्था में अपने लिए अधिक से अधिक जगह प्राप्त करने के रास्ते बनाये. ये दोनों बातें अलग तो हैं किन्तु एक दूसरे से जुड़ी हुई भी हैं तथा समाज से सरोकार रखने वालों के बीच लम्बे समय से बहस का विषय रही हैं और रहेंगी.
• देश के सामान्य जन-समाज यानि बहुजन-समाज की सार्वजनिक उपस्थिति, राजनीतिक भूमिका और एक समाज के रूप में गोलबंदी आज एक नए मोड़ पर है. जन गणना में जाति की पहचान लिखी जाने के अभियान के रूप में यह दिखाई दे रहा है. अंतर्राष्ट्रीय राजनीति में सभ्यता, संस्कृति और नस्ल के मुद्दे बहस में आ चुके हैं. इसलिए अब बराबर के सम्मान और आय के पक्ष में परिवर्तन की राजनीति की दिशा का पुनर्निर्माण आवश्यक है. जाति का विमर्श बहुजन-समाज का विमर्श ही है. अपने समाज पर फिर से एक नज़र डालने की ज़रुरत है.
• बहुजन-समाज सामान्य लोगों का समाज होता है (विशिष्ट जनों का नहीं). इसे अलग-अलग ढंग से जातियों के मार्फ़त, समाज के रूप में, बिरादरियों के मार्फ़त, मुख्यधारा से बहिष्कृत लोगों के रूप में, अंग्रेजी राज के पहले से अस्तित्व रखने वाली सामाजिक संरचनाओं के रूप में अथवा सामाजिक और शैक्षणिक तौर पर पिछड़ों के रूप में पहचाना जाता है. कौन सी पहचान को प्राथमिकता दी जाए अथवा पहचान का वरीयता क्रम क्या हो यह इससे तय होता है कि आप के उद्देश्य क्या हैं, और यह कि समाज निर्माण, परिवर्तन और प्रगति के आप के विचार क्या हैं?
• यह देश और यहाँ का धर्म बहुजन-समाज का है. संत परम्परा बहुजन समाज के विचारों की उत्कृष्ट अभिव्यक्ति है. इसने धर्म को लोक-भागीदारी के मार्फ़त लोकधर्म के रूप में खड़ा किया. अब हिंदुत्व के नाम से एक नया धर्म इन पर थोपा जा रहा है. इतिहास के अधिकांश काल में बहुजन समाजों के ही राजा रहे. ध्यान रहे कि उनके राज में सामान्य जीवन और स्वायत्तता का सम्मान रहा. यह ज़रूर हुआ कि अलग-अलग समयों पर ब्राह्मणों, मुगलों और अंग्रेजों ने इन पर राज करने की व्यवस्थाएं बनाईं. इसका अर्थ यही है कि बहुजन-समाज के पास जीवन संगठन, राज और समाज-सञ्चालन का दर्शन रहा है, जिसके बल पर सभ्यता और संस्कृति के कीर्तिमान गढ़े गये हैं.
• बहुजन-समाज अपना रास्ता अपने दृष्टिकोण, दर्शन और हितों के जरिये चुने इसके लिए यह आवश्यक प्रतीत होता हैं कि बड़े पैमाने पर इस विषय पर सार्वजनिक बहस हो. यह बहस आज के प्रभु वर्गों के विचारों से स्वतंत्र होना ज़रूरी है और इसलिए बहुजन-समाज के दर्शन, इतिहास, राजनीति, और संभावी भविष्य को लेकर विस्तृत शोध व अनुसंधान की ज़रूरत है. यह अनुसंधान विश्वविद्यालय के अनुसंधान से सर्वथा अलग होगा क्योंकि विश्वविद्यालय के अनुसंधान पर पश्चिम की आधुनिक दार्शनिक परम्पराओं और ब्राह्मणों के विचारों का आधिपत्य है और उसमें बहुजन-समाज के दर्शन और उनके दर्द के लिए कोई स्थान नहीं है.
• बहुजन-समाज यह अनेक स्वायत्त लघु समाजों से बना समाज रहा है. समाज संगठन के ये विविध प्रकार लोकविद्या और सामान्य जीवन में गतिशील संबंधों के चलते नितनवीन और विविध आकार लेते रहे हैं. इनके निर्माण, गति और स्थायित्व की प्रक्रिया वितरित सत्ता के जल से सींची जाती रही हैं. एक तरह से लोकविद्या, सामान्य जीवन, समाज और स्वराज ये परस्पर नवीन और पुनर्निर्मित होते रहते हैं.
• लोकविद्या परम्परा बहुजन समाज की ज्ञान परम्परा है. आज की दुनिया में इस ज्ञान परम्परा का सामाजिक हस्तक्षेप स्वदेशी दर्शन और स्वराज के बीच की कड़ी बनाता है.

4. ज्ञान, उत्पादन, तकनीकी, व्यवस्था और प्रबंधन

• मनुष्य के ज्ञान और उसकी रचनात्मक ऊर्जा का प्रेरणास्रोत कहाँ होता है, इस बारे में कई तरह के विचार होते हैं. एक दृष्टिकोण में इसे मनुष्य की आवश्यकताओं में देखा जाता है, किसी ने शासन की ज़रूरतों में, तो किसी ने विकास की आवश्यकताओं में देखा, कोई खुशहाली के व्यापक उद्देश्यों के मार्फ़त देखता है, तो कोई नैतिक मूल्यों में उसकी जड़ें मानता है.
• उत्पादन, वितरण, प्रबंधन, संचार-संपर्क और व्यवस्था का ज्ञान, समाज संगठन और सञ्चालन के मौलिक सिद्धांतों को आकार देता है. बहुजन समाज में यह ज्ञान कुछ क्षेत्रों में प्रखर रूप में देखा जा सकता है. विशेषकर महिलाओं और छोटी पूँजी पर जीवनयापन करने वाले समाजों में यह अधिक स्पष्ट है. इनमें, न्याय, स्वायत्तता, मर्यादा, प्रेम, भाईचारा, त्याग और सहजीवन के व्यवहारिक रूप सामने आते हैं.
• बहुजन-समाज द्वारा सिद्धांत, व्यवहार और आवश्यकता आदि को ‘सामान्य जीवन’ और ‘लोकविद्या’ की कसौटी पर आंकने का अर्थ क्या है? समाज में किसी भी नए कदम और रचना के निर्णय और निर्माण के लिए, उसके लिए लगने वाले संसाधन, ज्ञान, तकनीकी, प्रक्रिया, उपभोग, पैमाना, स्वास्थ्य पर प्रभाव, अन्य जीवों और पदार्थों पर आने वाले परिणाम, आवश्यक संस्थाओं का निर्माण और संचालन आदि प्रत्येक पक्ष को विस्तार और गहराई से  देखा जाता है.

5. दर्शन, दार्शनिक संवाद और ज्ञान आन्दोलन

• ऐसा कहा जाता है कि आज तकनीकी और विशेषज्ञता का दौर है. ऐसा कहने वाले व्यापक मानव हित तथा दर्शन इत्यादि पर चर्चा को गैरज़रूरी समझते हैं. तथापि वास्तविकता यह है कि सभी कार्यों में कोई न कोई दर्शन निहित होता है और मानव जीवन पर होने वाले दूरगामी नतीजे भी निहित होते हैं. व्यापक बहस और दर्शन से किनारा कसना आत्मघाती है. प्रकृति का विनाश और मनुष्य और मनुष्य के बीच भयानक अंतर ये सब ऐसे ही नतीजे हैं. दूसरे महायुद्ध के बाद, यानि 20 वीं सदी के उत्तरार्ध में, दुनिया की पुनर्रचना में दर्शन को उचित स्थान नहीं दिया गया, न पश्चिम के देशों में और न नवोदित राष्ट्रों में. यह एक बड़ा कारण है कि आज दुनिया गरीबी, गैर-बराबरी, भयानक युद्धों और जलवायु संकट से घिरी हुई है.
• 20 वीं सदी के पूर्वार्ध में साम्राज्यवाद और उपनिवेशवाद से संघर्ष के दौरान वैश्विक दक्षिण के अनेक देशों में दर्शन पर व्यापक चर्चाएं हुई हैं. इनमें से बहुत सी अपनी स्वदेशी परम्पराओं की समकालीन पुनर्रचना के रूप में सामने आईं. 1939 से 1945 के बीच यूरोप से शुरू हुए महायुद्ध के बाद तमाम उपनिवेश स्वतंत्र हुए तथा साम्राज्यवाद को पीछे हटना पड़ा और अनेक देशों में आज़ाद सरकारें बनीं. किन्तु इन देशों मेंपश्चिम के देशों जैसी राज्य प्रणाली, उन्हीं के जैसा औद्योगीकरण तथा विश्वविद्यालयों में पश्चिमी सोच के दबदबे के चलते स्वदेशी दार्शनिक परम्पराओं का स्थान समाज में गौण हो गया. इससे समाज की प्रमुख धारा और सामान्य लोगों के बीच का दार्शनिक संवाद टूटता चला गया. यह एक भीषण परिस्थिति है, जिसमें समाज के उत्थान और पुनर्रचना के लोकप्रिय मूल्यों का निर्माण रुक जाता है और समाज एक अवनत अवस्था में किंकर्तव्यविमूढ़ हो जाता है. ऐसा नहीं है कि इस दौर में हुई वार्ताओं का स्वदेशी के विचार के साथ कुछ लेना-देना नहीं है . जन आंदोलनों के अंतर्गत तथा लोकहित के मुद्दों पर संघर्षों के सन्दर्भ में बुनियादी सामाजिक, आर्थिक तथा राजनैतिक चर्चाएं हुईं, किन्तु ये चर्चाएं स्वदेशी दार्शनिक परम्पराओं से न जुड़ सकीं.
• 20 वीं सदी के अंत में वैश्विक स्तर पर बड़े आर्थिक, राजनैतिक और तकनीकी (इन्टरनेट) परिवर्तनों के साथ एक नए युग की शुरुआत हुई है जिसे हम संवाद का युग कह सकते हैं. इस दौर में जहाँ एक तरफ पश्चिम में उपजी और दुनियाभर में फैली कई दर्शन धाराओं की प्रासंगिकता पर सवाल खड़े होने लगे, वहीँ दर्शन की स्वदेशी धाराओं से प्रेरणा लेने के मौके पैदा हुए हैं, हालाँकि सामान्य लोगों के साथ दार्शनिक संवाद टूटने का संकट बहुत बड़ा है.इसके चलते विचारों के पुनर्निर्माण और दर्शन के पुनरोदय के स्रोत सूखे नज़र आते हैं. ऐसे समय में दर्शन पर खुल कर बहस की आवश्यकता होती है. यह आवश्यक होता है कि दर्शन पर संवाद एक शक्ति के रूप में उभरे.
• दर्शन आध्यात्मिक और व्यावहारिक दोनों एक साथ होता है. वह वैयक्तिक और सामाजिक दोनों एक साथ होता है. विचार दार्शनिक तभी होता है जब वह सीमाओं में नहीं बंधता. दर्शन को किसी शैक्षणिक योग्यता, विशेषज्ञता अथवा समाज में विशेष स्थान की आवश्यकता नही होती. यह निर्मल और सहज बुद्धि से दुनिया को देखने का प्रयास है. दर्शन की इस समझ के साथ इस उद्देश्य से देखने कि दुनिया को बेहतर बनाने के लिए आज मनुष्य और समाज की शक्ति के स्रोत क्या हैं और कहाँ हैं ?
• सहज बुद्धि और शक्ति के स्रोत दोनों उतने ही परिवर्तनशील होते हैं जितना परिवर्तनशील सामान्य समाज व जीवन होता है. इसलिए यहाँ दर्शन के वे रूप सामने आते हैं, जिन्हें किन्हीं पूर्व मान्यताओं के अंतर्गत समझना अथवा स्थापित करना एक असहज कार्य होगा.
• बहुजन समाज की दर्शन परम्परा संत परंपरा में अपनी सुन्दर अभिव्यक्ति पाती है. यह समाज के निर्माण और पुनर्निर्माण की वह परम्परा है जिसे सत्य के निर्माण और पुनर्निर्माण के रूप में भी देखा जा सकता है तथा इसमें वर्तमान अध्ययन के सन्दर्भ का एक महत्वपूर्ण पक्ष देखा जाना चाहिए.
• आधुनिक दुनिया में ‘ज्ञान’ और ‘अस्तित्व’ का अलगाव साइंस, पूंजी और राज्य के उद्भव के काल से होता है। इन्हें ‘सामान्य जीवन’ के उल्लंघन के मुख्य स्रोतों के रूप में देखने से उस ओर बढ़ने के रास्ते खुलते हैं जहां ज्ञान और अस्तित्व अलग नहीं होते। तब लोकविद्या और सामान्य जीवन अविभाज्य दिखाई देते हैं। एक के बिना दूसरे का संज्ञान संभव नहीं है। सामान्य जीवन वह स्थान है जहाँ लोकविद्या होती है और लोकविद्या वह है, जिसे सामान्य जीवन में ज्ञान कहा जाता है। यानी समाज में एक व्यापक आमूल बदलाव का आन्दोलन अर्थात एक बुनियादी राजनीतिक आंदोलन लोगों के ज्ञान आंदोलन से अलग नहीं हो सकता। यही ज्ञान आन्दोलन स्वदेशी दर्शन और स्वराज के बीच की कड़ी है.

6. अनुसंधान की पद्धति

• इस अनुसंधान का घर किसानों और कारीगरों के बीच होगा, रोज़ की कमाई करने वाले ठेले-गुमटी-पटरी वालों तथा मजदूरों के बीच होगा, बड़े पैमाने पर स्त्रियों के विचारों, कार्यों, अनुभवों में होगा, एक शब्द में कहें तो उनके जीवन में होगा. देश की मुख्यधारा से सबसे ज्यादा कटे हुए आदिवासी समाज के लोग हैं और इस अनुसन्धान में उनके जीवन और तौर-तरीकों का बड़ा स्थान होगा.
• संतों के अनुयायियों से बातचीत शोध का एक प्रमुख हिस्सा होगा. जैसे गोरखनाथ, गुरुनानक, कबीर साहब, संत रविदास, संत तुकाराम, बासवअन्ना  और तमिल, मलयालम, तेलुगु, उरिया, बंगला, तथा विविध प्रदेशों के संत.
• यह अनुसंधान मोटे तौर पर बहुजन ज्ञान संवाद होगा, जिसकी एक मूल मान्यता यह होगी कि बहुजन समाज एक ज्ञानी समाज है तथा यह अनुसंधान उसके ज्ञान को नए समकालीन रूपों में प्रस्तुत करेगा.
• बहुजन-समाज के व्यावहारिक ज्ञान, वस्तुओं को बनाने के शिल्प और कला से तो सब परिचित हैं तथापि इन दक्षताओं की पृष्ठभूमि में इनका अपना दर्शन होता है. यह संवाद इस दर्शन को सार्वजनिक पटल पर प्रस्तुत करने के रास्ते बनाएगा.
• यह अध्ययन संवाद के रूप में किया जायेगा. तरह तरह के संवाद. एक-एक व्यक्ति से अलग-अलग बात करना, समूह में चर्चा करना, स्थानीय बाज़ारों और गांवों तथा बस्तियों को इस अध्ययन की दृष्टि से गहराई से देखना, रिसर्च करने वालों द्वारा एक दूसरे का स्थान लेते रहना व आपस में विस्तार से चर्चा करना आदि.
• सामान्य लोगों के साथ वार्ता का एक बड़ा हिस्सा इस बात का होगा कि प्रयास के साथ उन्हें लोकस्मृति, कुलस्मृति, ग्रामस्मृति आदि के संसार में ले जाया जाये और स्मृति के उन विश्वों में उत्खनन (excavation) के लिए प्रेरित किया जाये. यह एक महत्वपूर्ण प्रयोग होगा और यदि इसके जरिये सामान्य जीवन में संगठन, प्रबंधन, व्यवस्था और ज्ञान के प्रश्नों पर कुछ नया प्रकाश पड़ता दिखाई दे तो इसका विस्तार किया जायेगा. अध्ययन के दौरान इसकी जांच सतत चलती रहेगी. इस जांच का रूप भी प्रमुखतः लोगों से और आपस में वार्ता, गहराई से चिंतन और संत परंपरा से सन्दर्भों के मार्फ़त आकार लेगा.

7. वित्त

कितने पैसे की ज़रूरत पड़ेगी और कहाँ से आयेंगे इसका अनुमान अभी नहीं है. विद्या आश्रम अपने अनुदान से एक बहुत छोटी-सी शुरुआत कर सकता है. इसलिये इस रीसर्च प्रोग्राम के लिए आवश्यक वित्त और उसके स्रोतों के बारे में अपने उन मित्रों से बात करनी है जो वित्त प्रबंधन करते रहे हैं.

Struggles against the violation of ordinary life may be said to constitute the political in an emancipatory sense.

State, Science and Capital are the sources of violation of ordinary life in the contemporary world. So, struggles against Science, against Capital and against the State constitute emancipatory activities. In common parlance they will be radical political activity. But there arises a strange situation thereby. That activity is thus called political activity which aims at uprooting the political society. Political society is the one which has emerged with the appearance of Science, Capital and the State. By now almost all language, at least the language of the public domain, is largely the language of this political society. So properly speaking emancipatory struggles are not political struggles and yet they are ‘called political struggle’ in common parlance.

This terminological or linguistic problem is solvable maybe in the context of a radical knowledge movement. So if one wants to do or talk of politics in the emancipatory sense then one must locate his/her activity and discourse in a knowledge movement. Some of these things become very clear when we see these things happening during Gandhi’s time. We may see Gandhi as the builder of a new knowledge movement and a new political movement, both of which may be justifiably called emancipatory movements.

If we see this country as divided between India and Bharat then all politics after Independence represents India. If you see Science, State and Capital intertwined with one another you would be seeing India. Politics worth the salt would be produced perhaps by coming together of a knowledge movement of the people, a lokavidya movement and an assertion by the people that ordinary life needs to be restored to its pre-eminent status.

In the modern world separation of ‘knowledge’ and ‘being’ again dates back to the period of emergence of Science, Capital and the State. Seeing them as chief sources of violation of ordinary life, also gives us that conceptual space where knowledge and being are not separated. Lokavidya and ordinary life are then inseparable. Cognition of one without the other is not possible. Ordinary life is the only dwelling that lokavidya knows and lokavidya is what knowledge in ordinary life is called. Then we will see that an emancipatory political movement is not separable from a peoples’ knowledge movement.

Bharat and India may be seen as each being in the other. One can easily point out various aspects of life and aspirations in Bharat which are similar to the life and aspirations in India and conversely, see various aspects of life in Bharat spread out in India. The idea of ordinary life is to bridge the divide not to create a new one. Ordinary life is not just the life of ordinary men and women, it is ubiquitous. The sant-parampara (Saint Tradition) is the tradition of creation and re-creation of ordinary life in thought and in practice in ever new circumstances (of violation, marginalization, suppression etc.).

ज्ञान पंचायत का विचार लोकविद्या आन्दोलन के द्वारा सामने आया है। इस लेख में इस विचार को खोलने  विविध कार्यों के तहत इसके विकास के कुछ पक्षों को उजागर करने के प्रयास हैं.

समाज में ज्ञान के रूप और सम्बन्ध

लोकविद्या यानि समाज में बसा ज्ञान, लोकस्थ ज्ञान और इस ज्ञान की प्रतिष्ठा का आंदोलन लोकविद्या जन आंदोलन है। समाज के सामान्य लोग, स्त्री या पुरुष, जिस ज्ञान के बल पर अपनी और समाज की ज़िंदगी चलाते हैं, वह लोकविद्या है। ज़िंदगी को चलाने का अर्थ है, जीवन के भौतिक और आध्यात्मिक पक्षों से जुड़े अनेकानेक पक्षों के अस्तित्व, भूमिका, आपसी सम्बन्ध और उनके परीणामों के प्रति सजग दृष्टिकोण का सतत्  विकास। सामान्य जीवन में तर्क, कार्य और परिणाम को जांचने की कसौटियां लोकविद्या के बल पर गढ़ी जाती हैं, जीवन के सर्वोच्च मूल्य और आदर्श की मान्यता और उसे पाने के मार्ग भी बनाये जाते हैं।

लोकविद्या जीवन और समाज दोनों को समृद्ध बनाने की एक महत्वपूर्ण कड़ी है। इसे यूं समझें कि लोकविद्या समाज में बहती ज्ञान धाराओं का समुच्चय है, जो सतत् अपने दायरे को विस्तारित और संकुचित करता रहता है, नवीन ज्ञान धाराओं को समाहित करता है और मृत तथा विनाशकारी धाराओं को त्यागता या नियंत्रित करता है। ये धारायें अपनी स्वायत्त पहचान रखतीं हैं और लोकविद्या में समाहित रहती हैं; ठीक उसी तरह जिसतरह गंगाजी में अनेक जलधारायें मिलकर गंगा हो जाती हैं। लोकविद्या की प्रकृति बंधे या ठहरे पानी की नहीं है, यह सतत् गतिशील और नवीन है।

इन ज्ञान-धाराओं के बीच भाईचारे का रिश्ता समाज को ज्ञानमय, न्यायपूर्ण और  सक्रिय बनाता है। समाज की समृद्धता, भौतिक और आध्यात्मिक दोनों, का आधार इस भाईचारे के प्रगाढ़ होने से सीधा सम्बन्ध रखता है।

जबसे आधुनिक शिक्षा का प्रसार हुआ है, बड़े-बड़े विश्वविद्यालय और स्कूल बने हैं, तब से ज्ञान पर बहस बंद हो गई है। इन सभी शिक्षा स्थानों पर आधुनिक ज्ञान यानि साइंस और साइंस आधारित दृष्टिकोण से पठन-पाठन होता है। साइंस आज के समय का सबसे अधिक संगठित ज्ञान है तथा ज्ञान के क्षेत्र पर उसका एकाधिकार है। समाज में बहतीं ज्ञान धाराओं यानि लोकविद्या को यह तुच्छ करार देता है। ज्ञान के क्षेत्र में ऐसी ऊंच-नीच समाज में ऊंच-नीच और अन्याय को बढ़ाती है।

ज्ञान पंचायत इस अन्यायपूर्ण स्थिति से निकलने के रास्तों की खोज का सामाजिक स्थान है। एक ऐसा स्थान है जहां विविध ज्ञान धाराओं के ज्ञानी आते हैं और ज्ञान वार्ता करते हैं। ज्ञान पंचायत इसतरह ज्ञान पर जन सुनवाई का स्थान कहा जा सकता है। यहां विविध ज्ञान धाराओं और ज्ञानियों में ऊंच-नीच नहीं की जाती और सभी को बराबरी का दर्जा तथा सम्मान है; ग़रीब-अमीर, स्त्री-पुरुष, किसान-प्रोफेसर, कारीगर-इंजीनीयर, दुकानदार-सरकारी कर्मचारी, सभी को अपनी बात और विचार रखने का बराबर का अधिकार है। इन परिस्थितियों में ज्ञान पंचायत विविध ज्ञान-धाराओं के बीच मैत्रीपूर्ण संबंधों को बनाने का स्थान है. यह संगठित और लोक ज्ञान के बीच बराबरी और भाईचारे के संबंधों को विकसित करने का स्थान है.

ज्ञान पंचायत में ज्ञान से जुड़े तमाम पहलुओं  पर बात होती है और इनके लिए सत्य, न्याय और भाईचारे की कसौटियां क्या हों इस पर विचार होता है। आवश्यकताएं, संसाधनों की उपलब्धता, हुनर एवं प्रबंधन के प्रकार, प्रक्रियाओं के परीणाम और इनके स्थानविशेष की जलवायु, जीवों और समाज पर प्रभाव इत्यादि सभी पक्षों पर वार्ता हो सकती हैं। लेकिन इन ज्ञान वार्ताओं का लक्ष्य विविध ज्ञान धाराओं की सहभागिता को बनाने और न्याय तथा भाईचारे की डोर को मज़बूत करने में है। इस तरह ज्ञान पंचायतें समकालीन सत्य के उद्घाटन और बौद्धिक सत्याग्रह के स्थान भी बनते हैं.

ज्ञान पंचायत समाज में एक ज्ञान आंदोलन का आग़ाज़ करता है। एक ऐसा ज्ञान आंदोलन जो समाज में बसी विविध ज्ञान धाराओं के बारे में, उनके आंतरिक तर्क, जीवन मूल्यों, क्षमता और सीमाओं पर वार्ता को महत्वपूर्ण मुद्दा बनाता है, आपसी लेन-देन से ज्ञान-धाराओं को समृद्ध होने के अवसर देता है और समाज में सभी की सहभागिता की बुनियाद बनाता है।

मनुष्य गतिविधि के हर क्षेत्र में कार्यों को सीखने, करने और उन्हें संगठित करने आदि में आज यह मान लिया गया है कि आधुनिक साइंस आधारित ज्ञान और तकनीकी सबसे उत्तम प्रकार है;  हर छोटे बड़े उद्यम में इसीने पैर फैला लिया है। ऐसा करने में अन्य अनेक ज्ञान धारायें खत्म होती हों और समाज के ताने-बाने अगर ध्वस्त भी होते हों तो उसे नज़रंदाज़ कर दिया जाता है। इसी प्रक्रिया में अनेक ज्ञान-धाराओं को ज्ञान मानने से ही इनकार किया जाता है. पर्यावरण प्रदूषण, गांवों और शहरों से सामान्य लोगों का विस्थापन, गरीबी और बेरोज़गारी, आदि संकट इसी प्रक्रिया की देन हैं. ज्ञान पंचायत ज्ञान-धाराओं की स्वायत्तता का पक्षधर हैं. विविध ज्ञान धाराओं के ज्ञान के इस्तेमाल की भूमिका और पैमाने भी ज्ञान पंचायत वार्ता का विषय बनाती है. इसके लिए आवश्यक कसौटियों की खोज करने और उन्हें गढ़ने का दिशाबोध कराने का स्थान भी ज्ञान पंचायत है. तुरंत और दूरगामी हितों को संज्ञान में लेकर सामाजिक भाईचारा के ताने-बाने को मज़बूत करने में मददगार हो, ऐसे न्यायपूर्ण मार्गों को चिन्हित करने में ज्ञान पंचायतों की बहुत बड़ी भूमिका हो सकती है. विविध स्थानों की ज्ञान पंचायतों का दायरा, रूप, विषय और कार्य अलग-अलग हो सकते हैं लेकिन मौलिक रूप में ये ज्ञान पंचायतें समाज की ज्ञान-धाराओं का संगम स्थल हैं और यहाँ से हर ज्ञान-धारा को और उससे जुड़े समाजों को ज्ञान का दावा करने का हक है.

लोकविद्या जन आन्दोलन की पहल

लोकविद्या जन आंदोलन ने पिछले दस बारह वर्षों में कई स्थानों पर और कई मुद्दों पर ज्ञान पंचायतें आयोजित की जिनमें वाराणसी, दरभंगा, सिंगरौली, इन्दौर, नागपुर, औरंगाबाद, बंगलुरु, मुंबई, आदि मुख्य हैं. ये ज्ञान पंचायतें विविध नामों से हुई, जैसे किसान ज्ञान पंचायत, कारीगर ज्ञान पंचायत, किसान-कारीगर ज्ञान पंचायत, महिला ज्ञान पंचायत, “विश्वविद्यालय की दीवारें गिरनी चाहिए” नाम से हुई ज्ञान पंचायत, बिजली ज्ञान पंचायत, स्वराज ज्ञान पंचायत, कला ज्ञान पंचायत, वाराणसी ज्ञान पंचायत, वार्ड ज्ञान पंचायत आदि. सबसे अधिक किसान ज्ञान पंचायतें और कारीगर ज्ञान पंचायतें हुईं. वाराणसी और इसके आस-पास के जिलों में ऐसी ज्ञान पंचायतों का क्रम जारी रहा जिनमें तत्कालीन समस्याओं जैसे नोटबंदी का सामान्य लोगों पर आया संकट, फसल बिक्री केन्द्रों की व्यवस्था, महंगे और नपुंसक बीज का बाज़ार आदि विषयों को लिया गया. कुछ बड़ी-बड़ी ज्ञान पंचायतें हईं,  जिनमें  किसान-कारीगर ज्ञान पंचायत, कला ज्ञान पंचायत और स्वराज ज्ञान पंचायत मुख्य हैं. वाराणसी में वर्ष 2014 से लगभग हर वर्ष अश्विन पूर्णिमा के दिन किसान-कारीगर ज्ञान पंचायत हुईं जिनमें पूर्वी उत्तर प्रदेश के वाराणसी के आस-पास जिलों के अलावा आन्ध्र प्रदेश के चिराला जिले से और मध्य प्रदेश के इंदौर और सिंगरौली जिले के किसान और कारीगर समाजों की भागीदारी हुई.

सबसे पहली ज्ञान पंचायत किसान समाजों के बीच ”बिजली ज्ञान  पंचायत” के नाम से हुई. वाराणासी और आस-पास के जिलों से किसान संगठन, किसान और कारीगर समाजों ने शिरकत की. किसानों ने बिजली आपूर्ति में गांवों और शहरों के बीच भेदभाव का व्यवहार किस तरह से किया जाता है,  इसे पंचायत में रखा और इसे हल करने के रास्तों को भी सामने लाया. वार्ता के बाद दो बातें सामने आईं. पहली यह कि बिजली यह शिक्षा, चिकित्सा, पानी, और वित्त की तरह ही एक राष्ट्रीय  संसाधन है और इस पर ग्रामीण समाजों का बराबर का हक है तथा बिजली आपूर्ति की एक न्यायपूर्ण नीति बनाई जानी चाहिए. दूसरा, बिजली आपूर्ति की न्यायपूर्ण नीति  जब तक नहीं बने तब तक बिजली उत्पादन के नए प्लांटों के निर्माण पर रोक लगनी चाहिए.

वर्ष 2009 में शिक्षा के आधुनिक किलों की व्यवस्था पर “विश्वविद्यालयों की दीवारें गिरनी चाहिए” नाम से ज्ञान पंचायत हुई. इस ज्ञान पंचायत में किसान, कारीगर और सामाजिक कार्यकर्ताओं ने हिस्सा लिया. विश्वविद्यालय की दीवार को विविध ढंग से लोगों ने परिभाषित किया. ईंट सीमेंट से बनी यह दीवार समाज में बहुत बड़ी गैर-बराबरी पैदा करती है. यह दीवार केवल भौतिक रूप में ही नहीं है बल्कि आर्थिक, सामाजिक, सांस्कृतिक, भाषा और ज्ञान, जीवन शैली और जीवनमूल्यों, लिंगभेद आदि की; अनेक दीवारों के सिलसिले का प्रतिनिधित्व करती है. इतनी सारी दीवारों को लांघ पाना सामान्य मनुष्य के लिए संभव नहीं है. इस ज्ञान पंचायत में  “विश्वविद्यालय की दीवार गिरनी चाहिए” का अर्थ यह उभर कर आया कि संगठित विद्या और समाज में बसी विद्या के बीच लेनदेन में कोई बाधा नहीं होनी चाहिए और बराबरी तथा भाईचारे का सम्बन्ध होना चाहिए.

लोकविद्या जन आन्दोलन के कार्यकर्ताओं के बीच हुई अनेक वार्ताओं में यह बात उभर कर आई कि लोकविद्या और कलाओं में जो ज्ञान है उसमें तर्क, मूल्य और रूप के  आधार बहुत कुछ मिलते-जुलते हैं. इस विचार ने कला ज्ञान पंचायतों को आयोजित करने का मार्ग खोला. वाराणसी के अलावा मध्य प्रदेश में इंदौर और महाराष्ट्र में औरंगाबाद तथा मुम्बई में ये ज्ञान पंचायतें आयोजित की गईं. कला ज्ञान पंचायतों के आयोजनों से कई महत्वपूर्ण बातें उभर कर आईं. एक तो यह कि कलाकर्म ज्ञान का वह सर्वसुलभ मार्ग है, जिसमें सामान्य व्यक्ति दुनिया के बारे में अपनी समझ साझा करता है और इसके लिए उसे विशेष शिक्षा की दरकार नहीं होती. दूसरा, संवेदना यह ज्ञान का अन्तर्निहित गुण है. कला ज्ञान पंचायतों से जो महत्वपूर्ण सन्देश निकल कर आया वह यह कि संगठित ज्ञान और लोकविद्या में भाईचारे के संबंधों का सृजन करने में संत दर्शन की परम्पराएँ एक पुख्ता मार्ग प्रदान करती हैं. वास्तव में संत दर्शन की परम्पराएँ इस देश में ज्ञान-पंचायतों की परम्पराओं को ही उद्घाटित करती हैं. आधुनिक ज्ञान की व्यवस्थाओं ने सामान्य लोगों से ज्ञान संवाद की अनिवार्यता को ख़त्म कर दिया. संत परंपरायें सामान्य जीवन को ज्ञान और कर्म का प्रमुख स्थान बनाती रही हैं. यही दार्शनिक संवाद का स्थान भी रहा. वर्ष 2021-23 के ऐतिहासिक किसान आन्दोलन ने इस सोच को मज़बूती दी.

किसान कारीगर पंचायतों का सिलसिला पूर्वी उत्तर प्रदेश के जिलों में और सिंगरौली तथा इंदौर के आस-पास चला. औद्योगीकरण, शहरों का विस्तार, लोकविद्या समाजों के विस्थापन का दौर पिछले दशक फिर से तेज़ हुआ. ऐसे में ज्ञान पंचायतों ने जल-जंगल-ज़मीन के आन्दोलनों को ज्ञान-धाराओं और उन धाराओं के बल पर जिंदा रहने वाले ज्ञानी समाजों को ख़त्म करने के विरोध का आन्दोलन करार दिया. किसान और कारीगर समाजों की अलग-अलग और संयुक्त पंचायतें भी हुईं. इन ज्ञान पंचायतों में इन समाजों ने लोकविद्या का दावा पेश किया. अधिकांश ज्ञान पंचायतों से मुख्य दो बातें उभर कर आईं. पहली यह कि समाज को गरीबी, बेरोज़गारी और अज्ञानता से  मुक्ति  का रास्ता लोकविद्या को बराबर के ज्ञान का दर्जा मिलने में है और दूसरा,  किसान और कारीगर समाजों के हर परिवार में सरकारी कर्मचारी के जैसी पक्की, नियमित और बराबर की आय होनी चाहिए और इसे सुनिश्चित करने की ज़िम्मेदारी सरकारों को उठानी चाहिए.

लोकविद्या को ज्ञान का दर्जा मिलें इस दावे ने स्वराज ज्ञान पंचायतों को आयोजित करने के मार्ग खोले. लोकविद्या के दावे मूर्त रूप लें इसके लिए समाज-संगठन के ऐसे  प्रकारों पर विचार क्रियाओं को बल मिला जो लोकविद्या-समाजों के जीवनमूल्य और तर्क के प्रकारों को समाहित करें. संत दर्शन में ऐसे समाज संगठनों के संकेत मिलते हैं. जैसे कबीर का अमरपुरी, रविदास का बेगमपुरा, बासवान्ना का कल्यानपुरी, तुलसीदास का रामराज्य और गांधी का स्वराज. इन सभी  में निश्चित ही कुछ भिन्नता होगी लेकिन इन सभी का ज्ञानगत आधार लोकविद्या के समकालीन रूपों में बसा है. इस सोच ने मुख्यत: वाराणसी में स्वराज ज्ञान पंचायतों का सिलसिला शुरू किया. इन ज्ञान पंचायतों के तहत भारत के लोकविद्या-समाज (बहुजन समाज) की राज परम्पराओं, लोकपराम्पराओं और दर्शन परम्पराओं को वार्ता का विषय बनाया और आधुनिक समाज-संगठन के बुनियादी अंतर्विरोधों के निराकरण के लिए दिशाबोध को हासिल करने के प्रयास हुए.

इस दिशा में ‘वाराणसी ज्ञान पंचायत’ और ‘वार्ड ज्ञान पंचायत’ गढ़ने के प्रयासों का उल्लेख किया जा सकता है.

वाराणसी ज्ञान पंचायत को वाराणसी के निवासियों की ज्ञान पंचायत के रूप में विकसित करने के प्रयास हुए है. यह वाराणसी के लोगों, स्त्री-पुरुषों का ज्ञान मंच है. इस मंच की मान्यता है कि हर मनुष्य, स्त्री और पुरुष, ज्ञानी है. यह ज्ञान पंचायत ज्ञान पर जन-सुनवाई का रूप भी है. वाराणसी ज्ञान पंचायत, वाराणसी की व्यवस्थाओं को गढ़ने में सभी समाजों के ज्ञान की भागीदारी और सभी के ज्ञान को बराबर की प्रतिष्ठा का आग्रह करती है. इसकी एक आयोजन समिति है, जो नगर में अलग-अलग स्थानों पर ज्वलंत मुद्दों पर विमर्श को आकार देती है और एक छोटी पत्रिका ‘सुर साधना’ के नाम से प्रकाशित भी की जाती है.  अभी तक इसा पत्रिका के चार अंक प्रकाशित किये जा चुके हैं. वाराणसी ज्ञान पंचायत में रूचि लेने वाले समर्थक लोगों का एक व्हाट्सएप समूह भी बना है.

हाल ही में नगर निगम के चुनाव के अवसर पर वाराणसी ज्ञान पंचायत ने लगभग डेढ़ माह तक  घाटों पर ‘लोकनीति संवाद’ के नाम से विमर्श चलाया. इस विमर्श में अनेक प्रश्नों पर विचार हुआ. लोकनीति बनाम राजनीति, स्थानीय निकायों की नगर और नागरिकों के प्रति ज़िम्मेदारी, लोकविद्या और लोकनीति के बीच अन्योन्याश्रित रिश्ता, नगर विकास और व्यवस्थाओं में विविध ज्ञान-धाराओं के समावेश का आग्रह, नगर की नैतिक विरासत और दर्शन, गाँव-शहर के बीच सम्बन्ध, नगर का धार्मिक-सामाजिक-आर्थिक ताना-बाना, जैसे विषयों की वैचारिकी के प्रकाश में नगर का पर्यावरण, गंगाजी और घाटों की स्वछता और रखरखाव, मल्लाहों और नाविकों के विस्थापन का सवाल, नगर में ऑटो चालकों की परेशानियाँ, सीवर और कूड़े का निस्तारण आदि जैसे दैनिक जीवन की महत्वपूर्ण समस्याओं के प्रति पार्षदों के गैर-जिम्मेदाराना व्यवहार को  संवाद में स्थान मिला. विविध विचारधाराओं, कार्यक्षेत्रों और संस्थाओं से जुड़े शहर के व्यक्तियों  ने इस विमर्श में हिस्सा लिया. ये विमर्श गंगाजी के घाट पर खुले में ही आयोजित की गईं और लोक, सार्वजनिकता और लोकनीति के अर्थों के समकालीन सन्दर्भों में व्याख्या के प्रयास हुए. लेकिन महत्वपूर्ण बात यह रही कि इन संवादों से ‘वार्ड ज्ञान पंचायतों’ को गढ़ने का विचार चर्चा में आया. वार्ड ज्ञान पंचायत एक वार्ड के विविध समाजों की ज्ञान पंचायत होगी जो अपने वार्ड की व्यवस्थाओं को समाजों के ज्ञान की भागीदारी के साथ प्रबंधन का ज्ञान आधार बनाने की ओर बढ़ेगी. कम से कम दो वार्डों में ज्ञान पंचायत गढ़ने के कार्यक्रम हाथ में लिए गए.

It seems to me that greater clarity is needed regarding the recognition / identification of the Lokavidya Samaj. Lokavidya Samaj is not the traditional / tradition-bound samaj. Nor is it merely the rural, or a caste-delineated Samaj.

We have raised this question before on the nature and composition of the Lokavidya Samaj. Are the millions who live in cities, e.g., the auto drivers, housemaids, the Swiggy/ Zomato delivery boys, etc. not a part of the Lokavidya Samaj? What can we say about absentee landlords, coffee plantation owners, people with large tracts of lands who buy expensive cars, send their children abroad for studies, etc.?

It appears therefore that it is not easy to create an effective geographical, income based, or occupation/work-based delineation of the Lokavidya Samaj. Any attempt to do so will have to deal with a fair amount of imprecision and unclear boundaries. However, this does not mean that no outlining will work. We need to make appropriate assumptions whenever we make such distinctions and in this case, we have chosen to look at village/ small town society and aim to discover what their state is.

By the way, in our proposal, no assumptions are made here that these sections constitute the Lokavidya Samaj just because they are considered to be traditional, rural or caste based. We survey them only because we believe that they broadly make up the Lokavidya Samaj.

Point 4: The purpose of a survey like the proposed one needs to be to gather together the knowledge and strengths of samaj’s making up the Lokavidya Samaj as well as to expose the paradigms constructed to exploit this knowledge and these strengths to the detriment of the Lokavidya Samaj

How one may be able to discover and describe the knowledge and strengths of the Lokavidya Samaj is a challenge that we will have to break down to arrive at the structure of the Part 2 of the survey.

However, exposing the paradigms constructed to further enslave the Samaj will not be a part of the survey.

Points 2, 3 and 5 are not directly related to the survey although an awareness of the points will help us survey better.

Point 6, viz., “The methods of survey should incorporate ‘collective dialogue’”, needs to be analyzed for situations where it works and where it does not. This will occupy our attention when the design of Part 2 of the survey is made.

1. What are the advantages of the method of questionnaire filled by college students whose parents are in Lokavidya Samaj? As far as I remember, the only advantage mentioned so far is convenience of the investigators. This, though, can hardly be called an advantage, Not just this but it can be extremely misleading or even harmful. The college students’ information base, knowledge, values and way of thinking will, in all probability, be very different from their parents. To get square with my years of mis-trust of the questionnaire method, I went to google-search (which is perhaps not the best thing to do)  and found that ‘A questionnaire is a research tool used to conduct surveys. It includes specific questions with the goal to understand a topic from the respondents’ point of view’ (italics mine).

Background

It is to be noted that the background to the survey has already been shared with members of the group over the previous several meetings. Yet they are worthy of recall here, especially in view of the questions raised in the last couple of meetings.

There are two parts to the survey: The first uses a questionnaire for us to obtain a broad understanding of life today, and thereby help us estimate how ordinary life has changed over the previous, say, 60 years. The questionnaire will address their living conditions, material possessions, the structure of the family, and their habits in terms of what they eat, consume and experience. Further questions will hopefully reveal the strength of their caste, community, extra- and intra-Village occupations and relationships.  The questionnaire will be largely objective and try to avoid false negatives and false positives in the answers.This phase will provide a broad picture of the social life of the Samaj based on inputs from a few thousand students.

The second part of the survey would be a narrower survey involving our speaking to a cross section of people in a few villages. In this part, we will raise questions related to what their notion of a good life is, how they think they can achieve it, their ideas about Nyaya, Bhaichara, Swaraj, governance and the gulf between the village and the City, etc.; also questions related to their strengths and locations of resistance as they perceive it, and so on; not by asking direct questions on many of these points but in a roundabout way. Not much thought has gone into this part yet. We will come back to you later on this.

1. In passing, it may be pointed out that the comment, “the only advantage mentioned so far is convenience of the investigators” seems to have taken our claimed advantage entirely outside the context in which it was stated. The central intent of the survey is, and has been since the beginning, to understand the state of the society in parts of rural Karnataka. However, the ability to have it served out to a few thousands of people, rather than a few hundred, is an additional advantage that this process offers. Obviously, this is not the sole feature of the survey. Nor should the description of it as a novel attempt detract from the merits of its essence.
2. We now come to his main point, “Not just this but it can be extremely misleading or even harmful. The college students’ information base, knowledge, values and way of thinking will, in all probability, be very different from their parents”.

We are not clear how questions related to living conditions, material possessions or occupations of family members can be

• Either be misleading or harmful, or,
• In relation to the questions in part 1 of the survey, how it matters if the young students’ way of thinking is different from that of previous generations.

On the other hand,

• It is extremely likely that a majority of these students will remain a part of the Lokavidya Samaj in the future, along with their information base, knowledge, values etc.
• Therefore, it is best that they are considered a part of the Samaj, albeit of tomorrow.
• When we speak about Lokavidya or the Lokavidya Samaj as being dynamic, it demands that we learn from these youngsters to assess the changes they are undergoing.

2. Someone said during the meeting that Lokavidya has been mainly understood as knowledge outside the university. This may have been said often to underline the location of lokavidya because the university is commonly seen as the chief location of knowledge and knowledge activity. However it must be said that our discourse on lokavidya describes and identifies various positive qualities and aspects of lokavidya. This discussion on lokavidya was started again, perhaps late in 2022 or early in 2023, questioning the basic validity of the idea of lokavidya anymore for understanding (the changes in) the world of knowledge and reality, and thereby providing a new way of thinking about and dialoguing on a new political imagination. In this context I had written a note titled ‘Revisiting Lokavidya’. This note was sent to this group by Girish on 18th Feb. 2023. There are five parts of that note.These are — The Point of Departure, II. Lokavidya and Ordinary Life, III. A Summary Statement on Lokavidya, IV. Milestones and V. We believe that this point needs an elaborate response that touches upon the note in its entirety. For your convenience, we have attached the document sent on 28 Feb 2023 by Budhey, “Revisiting Lokavidya”.

Part II (Lokavidya and Ordinary Life) of the note describes ordinary life, the unconditional nature of Lokavidya in ordinary life, its epistemic strength, the opportunity it has to transform the world in the information age due to the newly erected centrality of Knowledge by and for the new ruling classes, its breadth of viewpoint, etc.

Yes, indeed. These are reasonable ideas. However, is Lokavidya the same as what it might have been in early 1900’s? How has it changed over the last few decades when momentous changes have impacted the very nature of power across the world? What is the nature and extent of Lokavidya Samaj’s transformation – in its ideas and practices – as a result of the structures that have arisen in recent decades to project a new idiom and practice of power, governance, production relations, exchange relationships, etc. in society? It is precisely in this context that the present study, we believe, would provide a “dip-stick” type of results that provide some knowledge about the changes in the Lokavidya Samaj.

Point (5) in this section says that, “Lokavidya standpoint is the people’s standpoint in the Age of Information”. It seems reasonable to expect that this standpoint changes with society in the course of changes to ordinary life over time. One of the aims of the survey is to attempt to assess precisely this aspect of the Samaj

Part III of the note, “A summary statement on Lokavidya”, explains that Lokavidya is ubiquitous in space and time, and that people who have not been to colleges/ universities are not ignorant. This seems to be a manner of identifying farmers, artisans, women, etc., who are not schooled, as part of what constitutes Lokavidya Samaj and with knowledge gained through lived experience.

Point (5) in this section is notable because it goes beyond knowledge to indicate how their thinking, abstraction, argumentation, values, ideas of organization, relationships with others and Nature, etc. constitute, along with their knowledge, their world of Lokavidya.

Again, our question is, what are these values which, along with their knowledge, help them imagine a world that is said to be amenable to Nyaya, Thyaga and Bhaichara? How does it vary with time in the context of new presentations of reality that confront them each day or year or decade? How do we understand this? Etc.

While it is unlikely that a survey will ever be able reveal all of these aspects, a few may be probed in the second part of our survey.

We now turn our attention towards section1 (I. The Point of Departure).

Point (2) in this section says, “Science has lost its place of absolute command and lokavidya (people’s knowledge) is getting new recognition.” Point (5) in the section says, “Challenges to Western hegemony have spread to the knowledge domain. Taken to its logical conclusion, there will be lokavidya contestations in every department of the university. A people’s knowledge movement that resides in the mass movements of people on the other side of the digital divide, alone can lead to a new philosophy of knowledge required for a radical pro-people transformation of society.”

Simply put, we would like to know, through a survey, how the above points are actually to be understood in the context of the life, beliefs, understanding and cognition of the Lokavidya Samaj.

As suggested by Suresh, I am giving my observations on the discussion taking place on the proposal for Lokavidya Samaj Study from Bengaluru. Two main points – one about the method and the other about lokavidya.

1. The title of the thinking about Survey proposal is ‘Study of Lokavidya Samaj – The Rationale’. It seems to me that greater clarity is needed regarding the recognition / identification of the Lokavidya Samaj. Lokavidya Samaj is not the traditional / tradition-bound samaj. Nor is it merely the rural, or a caste-delineated samaj.

The conception of the Lokavidya Samaj is one, which can become repository of a transformative potential to liberate those who live by lokavidya from a pecuniary and dishonorable existence and to reconstruct their lives of as plentiful and honorable lives by building the network and organization needed to do that.
3. We have always seen this potential as residing in lokavidya. For the last 20-25 years we have exerted to build this network and the unity of Lokavidya Samaj by constructing lokavidya thought and Lokavidya Jan Andolan programs.
4. The purpose of a survey like the proposed one needs to be to gather together the knowledge and strengths of samajs making up the Lokavidya Samaj as well as to expose the paradigms constructed to exploit this knowledge and these strengths to the detriment of the Lokavidya Samaj
5. One can find innumerable examples of efforts to impose alien knowledge and systems of thought causing the deprivation of Lokavidya Samaj. In the industrial era a significant instance of this is the system of ‘deliberately imposed labour’. In the same vein, should we not today view ‘deliberately imposed (alien) knowledge’ as a significant instrument of exploitation of those living by lokavidya?
6. The methods of survey should incorporate ‘collective dialogue’.

As human beings we are largely products of our learning and the ability to transmit our learning to the next generation. Hence, it is a truism to say that all human beings are knowledge beings. This capacity to learn and transmit our learning to the next generation is perhaps what distinguishes us from all other animals. It is this which is responsible for the building up of human civilizations over millennia.

This trivial truth is in itself not very useful in understanding or explicating the nature and evolution of societies across centuries. Though as knowledge beings we all are equal, it must also be clear that there have been hierarchies in human societies and hence also of knowledge. No knowledge is innocent. Our knowledge has not only given us the power to dominate nature and control it to serve our needs but also to dominate other human beings. That knowledge is power is not only a Baconian or Western concept but was perhaps a larger understanding of human societies everywhere.

It is in this context that we have developed our present understanding of Indian society as having a huge knowledge divide between a small University- based/developed knowledge stream and a vast ocean of Lokavidya. It is our understanding that the knowledge of ordinary people which helps them navigate this world is in no way inferior to those who have formal University education and training. It is also a fact that those who have formal, institutionalized or University based knowledge have been the powerful, dominant ruling classes everywhere.

The pre-colonial India too had a divide between formal institutionalized knowledge practiced / propagated through its Sastras and Lokavidya.

It may also be true that our Sastric knowledge and Lokavidya are more compatible with our culture, ethos, etc. Perhaps it is equally true that there is an organic relationship between the two, one reinforcing the other. The colonial rule and the introduction of modern Western University knowledge nearly eclipsed our Sastric knowledge as there was no state patronage. It created a peculiar situation in which Sastric knowledge was almost frozen at the pre-colonial stage of its development while Lokavidya ‘survived’ largely on account of their continued relevance to the vast masses in securing their material needs. The British too had no interest in replacing Lokavidya with their formal systems as they saw no threat or challenge to their economic interests from Lokavidya. Thus, Lokavidya Samaj continued without any serious threat to its knowledge base. But the impoverishment of the country as a whole under colonial rule meant the weakening of the Lokavidya Samaj. The coming of independence had very little impact on Lokavidya or its Samaj.  The policy of industrialization pursued based on modern Western science and technology was without much challenge, except for some muted criticism by Gandhians. Of course, the Indian state/ government did create bodies to promote Khadi and Village industries and appoint some Gandhians to guide them. Similarly, there was great interest in promoting Sastric knowledge by including them in university curriculum. Artisanal crafts/skills do receive assistance from central and state governments.

The divide between organised/formal knowledges based on modern/Western science and Lokavidya based on centuries of experiential learning continues without much hostility. Just as the formal knowledge could exist without much contribution from Lokavidya except perhaps for the supply of labour to run industries, the Lokavidya Samaj has been ‘autonomous’ to the extent that it has its own innate skills / techniques to adapt itself to changes brought by the University based modern knowledges. The catch is, of course, the inferior status/position of Lokavidya in relation to modern University knowledge. This is clearly reflected in the pay a university degree provides and the wages that Lokavidya can command from the system. Suffice it to say then that Lokavidya survives as inferior to university knowledge in every respect. A question naturally arises how and why Lokavidya continues. The obvious answer seems to be that for vast masses of people there is no alternative to keep their body and soul together. Be that as it may.

The proposed study is relevant in this context as it seeks to answer further questions about Lokavidya Samaj. Firstly, we know that Lokavidya has been able to survive largely because of the existence of the Samaj.

How does the larger Lokavidya Samaj find itself today when many institutions / practices that have been supportive of this Samaj through centuries have either disappeared or are under severe strain? The vast kinship system and jatis that have been responsible for the preservation of skills, crafts, or knowledge practices of localities or regions  are under great threat from changes in the economy as a whole. The Lokavidya Samaj has largely been unable and powerless to determine the course of the economy or industry and is continuously expected to adapt itself to many changes that are exogenous. That even under constant and continuous pressure from external forces it has been able to survive, indicates the ingenuity of our people and culture or their instincts.

The study aims to identify the various support systems that are still in existence in the Samaj and their own strengths and weaknesses under large changes taking place in society, polity and culture.

If we find through the study that a major part of the support for the pursuit of  Lokavidya that were available in the early part of the 20th century have all disappeared and changes in the economy, society have today no structures or functions that help in the transmission of skills, crafts, or practices, it means Lokavidya is increasingly becoming irrelevant to the future of Indian society. It is our hunch that such irrelevance or redundancy has already taken place in our agriculture at least since the introduction of GR which has transformed our agriculture irrevocably to a capitalist system. Thus, while it may be true that our farmers are still part of the Lokavidya Samaj, their mainstay occupation has very little resemblance to what their own fathers’ generation practiced. It is also perhaps true that the knowledge of agriculture that may have come down to the present generation has no utility or relevance today. That is to say, even in terms of knowledge, the farmers of India are today more dependent on university produced knowledge and from the laboratories of modern science and technology. This can be seen not only in the production of food crops but in other crops as well as poultry and in the large dairy industry. We find through our cursory observations that most farmers who are in poultry industry want to have their sons graduate from veterinary colleges. In the town of Namakkal in TN there are more veterinary doctors than perhaps in most districts of India. Most of these veterinarians come from families that were traditional farmers in the previous generation. Namakkal today is the largest centre for broiler eggs in the country and decides the price of eggs every day. Similarly, the community of Thigalas who were known as gardeners in and around Arcot districts of TN were encouraged to migrate in sizeable numbers to Bangalore and its surroundings by Hyder Ali and Tippu Sultan. They were the builders of the famous Lalbagh gardens of Bengaluru. Today many of these traditional gardeners have become big suppliers of exotic flowers to various parts of the country and abroad. They now depend on input from agricultural universities and research centres for the latest techniques of floriculture. Their big nurseries in and around Bengaluru today were the homes of simple Thigala gardeners only about 50 years ago. Thus, one of the aims of our study is to understand the increasing dependence on university based knowledge in what were strongholds of Lokavidya only about fifty years ago. Lokavidya has been understood by us as not only providing for the material needs of our people but also their aesthetic and cultural needs. We wish to understand how in the fields of arts, entertainment, sports and games, etc., the Lokavidya Samaj has undergone changes over the century. The impact of technology is very prominent in these fields as it is in economic activities. Perhaps the Lokavidya Samaj has been increasingly under the influence of formal, external structures for fulfilling its aesthetic, entertainment needs and thus is abandoning its own forms. Actually, the creative participation of the Samaj in all of them has reduced considerably and our people have been reduced to being mere consumers. This change from active participants in these pursuits to being mere consumers means our Lokavidya Samaj is already a ‘mass society’ as outlined by C Wright Mills and others in respect of the US.

When we are on the subject of our Lokavidya Samaj being reduced to consumers, the decline of home remedies in treating very routine and ordinary ailments has to be taken note. Again, our gut feeling/ cursory observations suggests that dependence on neighbourhood clinics or poorly run government hospitals have increased among the members of Lokavidya Samaj than perhaps among middle / upper middle class educated Indians. It would be revealing to know how Lokavidya Samaj handles illnesses that are of routine occurrence. If it is found that that they have abandoned their indigenous / home remedies and increasingly rely on ‘ scientific’ medicine / doctors, it is yet another indication of the loss of autonomy of Lokavidya Samaj. Thus, an understanding of the present state of Samaj is necessary to imagine the shape of things in the coming decades of our society, polity and culture. Hence this study.
